Filing a RTI application is not that difficult, The legislature in its wisdom has chosen to make it very simple to file a RTI application. Every common citizen who may have ZERO knowledge of law can file RTI easily within minutes. It is because the only motive of RTI is to connect every individual to nation builders and to take active part in the governance itself.
RTI may be filed in English or Hindi or in the official language of the public office where we intend to send our RTI application.

Planning to give your RTI application by Hand: Okay, If you are willing to save your postal charges. You may just visit the public office and give your RTI application by hand to the person who is generally responsible to receive such requests.
In such a case, you can also pay the RTI fees in cash against proper receipt and make sure that you get acknowledgement from that official of receiving the RTI application. You may get such acknowledgment on the photostat copy of your RTI application.
In several public offices, there are registers often called as "Roznamcha" that are used to keep track of everything that they do and If that official enters the fact about receiving your RTI application in some register, you may note the number and date on which entry regarding your RTI application is made in the register for future reference.
Giving your RTI application by Hand is not that better, it is because public officials are normally reluctant in accepting the RTI applications and they try avoiding you or may keep directing you from one person to another or even one office to other.
This happened with me too, I had written a RTI application and visited local police station. There were two police officials and I just asked them to receive my RTI application and their reply was like what is it? I felt like, They had no information about what to do with the application and instead of receiving the application, they directed to file the same before SP office. After wasting my 10-12 minutes in making them understand what RTI is and what is does, I decided to send that RTI application by post and posted the same very next day.
So you are Instead, willing to send your RTI application by Post: I, personally feel that this is the most better option. All you need is to put your drafted application in some postal envelope and after writing the address of the PIO on the same. Post it.
Make sure you choose Registered Post with Acknowledgment. It is because if you are filing a RTI application by post then, you must keep a proof with you of having sending the RTI application and the receipt you will get from the postal authorities will work as that proof.
Another Smart option is, Filing your RTI online: If the option of filing RTI is available, you must definitely make us of it.
