Action Plan for Protection of Senior Citizens in Haryana

State Government of Haryana have been aspiring for providing a better living environment to the senior citizens by making sure that they live their life with dignity and prosperity. Several Schemes have been implemented in this regard for the welfare of senior citizens.

In this post we will be talking in the context of the Maintenance and welfare of Parents and Senior Citizens Act, 2007. It is the central Act no. 56 of 2007.

Section 22 (2) of the act provides that 

(2) The State Government shall prescribe a comprehensive action plan for providing protection of life and property of senior citizens.

In accordance with the said provisions, the Haryana Government had notified the Action Plan For the Protection of Life and Property of Senior Citizens in Haryana vide Notification No. 530SW-(4)-2015 dated 26th May 2015 through the Social Justice and Empowerment Department, Haryana.

The Action Plan lays down detailed guidelines to be followed by the state and its various departments for the welfare of the parents and Senior Citizens.

The Action Plan is divided in two parts:

The first part deals with the implementation through Police, duties imposed upon the police department to make sure that the senior citizens in the state live peacefully.

The second part deals with the detailed procedure of Eviction through District Magistrate that is required to be followed by the Administrative authorities in the eviction of the unauthorized occupants from the property belonging to or occupied by the Senior Citizens/Parents.

Implementation through Police - The Action Plan casts a duty upon the Senior Superintendent of Police, that the SSP Shall take all necessary steps, subject to such guidelines as the State Government may issue from time to time, for the protection of life and property of Senior Citizens.

List of Senior Citizens: Every Police Station shall maintain an up-to-date list of the Senior citizens living within its jurisdiction, especially those who are living by themselves.

Regular Visits: At least once in every month, a representative of the police station together, as far as possible with a Social worker or volunteer shall visit the senior citizens. Especially, on receipt of a request of assistance from them and for such purpose Volunteers Committee shall be formed for each Police Station.

Prompt Solution: Every police station shall make arrangements to make sure that the complaints/problems of the senior citizens shall be promptly attended to, or addressed.

wide Publication of welfare Schemes: The SSP of the district shall make every endeavor to publicize in the media and through the police stations the steps being taken for the protection of life and liberty of the senior citizens. As well as List of Do's and Dont's to be followed by the Senior Citizens.

Separate Register for Senior Citizens: Every Police Station shall maintain a separate register containing all important particulars relating to offences committed against senior citizens which shall be kept available for public inspection.

Monthly reports to SSP: Every police station shall send monthly reports of crimes against senior citizens to the Senior superintendent of police of the district concerned by the 10th of every month and every Senior Superintendent of Police shall submit detailed report to the Director General of Police through inspector General of Police concerned, as well as to the District Magistrate by the 20th of every month. 

Eviction through District Magistrate - The District Magistrate is given powers to ensure the protection of life and property of the senior citizens. The action Plan lays down detailed procedure for the eviction of unauthorized occupants of the property belonging to or occupied by the senior citizens.
